There are a few things that could go wrong, but first of all go to.juliav0.3Ipoptdepsdeps.jl and you should see a hardcoded path to the ipopt shared library.

Then try using Ipopt, dont rerun Pkg.build(Ipopt) (this will overwrite the deps.jl file).
